  • Advised on setting up a system for distance learning in training officers of Swedish armed forces and subsequently adding officers from Norway and Denmark. (1992-94)

  • Gave workshops in Karlstadt, Sweden, (May, 1992), Stockholm, (Dec., 1992), Stockholm, (May, 1993) and Ostersund (June, 1993)

  • Delivered six audio-courses from U.S. to 6 Swedish sites (May-Sept., 1992)

Leadership aims: to establish distance education as field of study and practice and to facilitate international education, particularly by distance education methods.

 

Published first definitions and theoretical propositions in English- speaking world regarding distance education in 1972, widely cited and incorporated in study of distance education courses not only in U.S. but Australia, South Africa, India, U.K. and elsewhere.

 

Conceptualised first national conference, helped design and organize the conference at University of Wisconsin in 1985. Member of  Planning Committee 1985‑94.

 

Established the American Journal of Distance Education in 1987 and DEOS in 1988.

 

Designed and taught first academic courses in distance education (1987) and established first Certificate in Distance Education, awarded to students in US, Finland, Mexico and Estonia for taking courses by tele-conference (1990).

 

Organized the First Symposium on Research in Distance Education bringing researchers to Penn State in July 1988 to plan and develop a national research agenda. Follow-up symposia were organized in July 1991 and again in July 1995.

 

Edited the first American book on research in Distance Education (Pergamon Press), 1990.

 

Organized the first workshop on International Research in Distance Education, bringing researchers from a dozen countries to Caracas, Venezuela, (Oct. 1990)

 

Member Penn State University Task Force on Distance Education to establish policy regarding distance education, leading eventually to establishment of the World Campus. (1992-3)
