·        Economist, training strategist, and information age change agent with broad international experience in distance education, training strategy/evaluation, e-government, telecommunications reform, electronic media, international banking, foundation work, teaching, and research; extensive high-level contacts in Latin America (especially Brazil), Eastern Europe and Asia (especially Russia), and Africa (especially South Africa).

·       Significant achievements: Co-founded Knight-Moore Telematics for Education and Development associated with Communications Development Incorporated and active in Brazil, Russia, USA, and other marketsBuilt a new Brazilian company, Telemática e Desenvolvimento Ltda. and within seven months was named to the Information Technology Council of the Associação Comercial do Rio de Janeiro. Became a member of the Board of the Journal of E-Government in 2004, President of the Permanent Committee on e-Brasil of the Brazilian Telecommunications Association and Director and Coordinator of the e-Brasil Project of the Brazilian Chamber of Electronic Commerce in 2006. Coordinates the e-Brasil project since October 2005, created the Portal e-Brasil (www.e-brasil.org.br), that serves as the Brazil Country Gateway of the Development Gateway (www.developmentgateway.org). Established and managed innovative Electronic Media Center in the World Bank using video, television, videoconferencing, and the Internet to disseminate the Bank’s analytical work, support lending operations, extend the reach of its external training, and promote its external relations. Helped establish new World Bank grant-making facility (infoDev) and managed two of its first eight projects (distance learning in South Africa, telecommunications policy reform in Russia). Managed macroeconomic division of World Bank’s Economic Development Institute, developing new training programs in Africa, China, Vietnam, Eastern Europe, and states of the former Soviet Union. Earlier led pioneering work on poverty and basic needs and on macroeconomic analysis of financial systems in Brazil; grant-making and research on new forms of economic organization in Peru; and multinational research on industrial efficiency in Latin America. 

Work Experience

·         Telemática e Desenvolvimento Ltda (TeD). (July 2001 Present): President. TeD is a Brazilian company specializing in e-government and e-learning. It designs strategies, policies, and programs in these areas and facilitates their implementation to accelerate economic and social development, taking advantage of the best technologies available in the world market. TeD also assists Brazilian and international firms using information and communications technologies to support e-government and e-learning to:

  •  Do business, form alliances, and carry out mergers and acquisitions

  • Obtain finance (domestic and international sources.  

These activities are aimed at promoting the economic and social development of cities, regions, states or provinces, and countries, with special emphasis on Brazil. TeD's clients include Ascom Powerline Communications, Choice, Encore Software Ltd (Bangalore), FAPERJ/COPPE/Centro de Tecnologia, TrustWorks Systems, Fundação Rede Amazônica, Office of the President of the Council of Ministers (Peru)/Nathan Associates, Instituto Fernand Braudel de Economia Mundial, and EBS. Several projects are under preparation at TeD initiative.

·        Knight, Moore (March 1997-present): Partner, Knight, Moore - Telematics for Education and Development. Knight, Moore offers services worldwide, but with a focus on developing and transitional economies, applying advanced information and communication technologies (telematics) to solve educational and training problems at national, regional, state, and institutional levels. These services include designing and implementing: 

  • strategies and policy frameworks;

  • integrated, multimedia educational and training systems for companies from developing and transitional economies producing goods and services in the field of technology-assisted learning.

  • workshops, seminars and other training events;

  •  research and evaluation;

  •  representation in the United States and Europe for      companies from developing and transitional economies producing goods and services in the field of technology-assisted learning.

Knight, Moore offers expertise in all matters pertaining to telematics and distance education as they apply in corporate training, higher education, schools education and training of teachers.

·        The World Bank (1976-1997): Chief, Electronic Media Center, June 1994-February 1997; Division Chief, National Economic Management Division, Economic Development Institute, 1988-1994; Lead Economist, Brazil Department, 1987-1988; Principal Economist, Brazil Country Programs Division 1983-1987 1987 (promoted from Senior Divisional Economist 1986); earlier positions in central policy units, World Development Report 1980 (Poverty and Human Development) Core Team, and Brazil Division.

·        Cornell University (1975-1976): Council on Foreign Relations International Affairs Fellow, Program on Participation and Labor-Managed Systems, Center for International Studies. Twelve months of this period were financed by an International Affairs Fellowship, granted by the Council on Foreign Relations, and five months by consultancies, plus a small research grant from the Center for International Studies. Continued research on forms of economic organization involving worker participation begun in Peru, taught courses on the economics of worker-owned enterprises, served as consultant to the World Bank and to the Lima and Tunis offices of the Ford Foundation.

·        Ford Foundation (1971-1974): Program Advisor in Economics and Agriculture, Office for Peru, Ecuador, and Bolivia, Lima, Peru. Responsible for developing and monitoring programs of the Lima office in economics and in agriculture and the conduct of personal research on new forms of economic organization developed in Peru under the military government.

·        The Brookings Institution (1969-1971): Research Associate, Program of Joint Studies on Latin American Economic Integration (ECIEL), Foreign Policy Studies Program. Worked as one of the coordinators of ECIEL. Coordinated a research project on industrial efficiency in the eleven member countries of the Latin American Free Trade Association and the United States. Coordinated the Brookings-sponsored Latin American Discussion Group and authored a study of U.S. policy toward Latin America.

·        Centro de Treinamento e Pesquisa para o Desenvolvimento Econômico (CENDEC) (1967-1968): Professor for a course in macroeconomics.

·        USAID (1966): Intern with Summer Research Project, Policy Planning Division, Office of Program Coordination. Prepared a paper on diversification of agriculture in Brazil and served as research assistant for Professor Anne Kruger.

·        Stanford University (1965): Research Assistant to Professors Emile Despres and G.S. Maddala, Research Center in Economic Growth. Prepared analysis of balances of payments of industrial countries and did research leading to a published article on the international diffusion of the basic oxygen furnace steel making process.

·        OECD (1963): Consultant, Office of Scientific Affairs, Paris. Conducted research and did editorial work on manpower planning projects in Mediterranean countries (Turkey, Greece, Spain).

·        Experiment in International Living (1961): Local representative, Cairo, Egypt. Worked out of Cairo office of American Friends of the Middle East. Arranged a program for the first group of American students to spend a summer in Egypt under the Experiment. Conducted personal research on the formation of the Arab League as part of Dartmouth Overseas Internship.
