Broad international experience in information policy, planning and implementing international, national and special information systems and services, curriculum development for information activities, production of teaching and learning material.

Significant achievements

Leading role in an international research program on the impact of information on development (1992-present). Contributed to the formulation of a national strategy toward a learning society in El Salvador (1998-1999). Participation in the design of the reference format for national databases BABINAT (1988-1989). Study of the General Programme for Education and Training in agricultural information - PROGEFIA (1989-1990). Doubled the number and the total budget of FAO projects for the support of national agricultural information systems. Design with Professor H. Borko (University of California Los Angeles) of the "Index of information utilization potential" (1980-1982). Contributed to the organization of the National Agricultural Library of Brazil and management of the National System for Agricultural Information and Documentation (1979-1983). Contributed to the full reorganization of the Brazilian Institute for Scientific and Technical Information (IBICT-CNPq) and formulation of a national policy for scientific and technical information and plans for national information systems (1982-1984). Design of numerous plans for national systems for scientific and technical information especially in Africa and Latin America (1970-). Participation in the design and implementation of the series of national seminars on the use of information for planning and decision-making in East Africa (1974-1978). Contributed to the design of new curricula for information studies in Botswana, East-Africa, Mexico, Namibia, Senegal, Tunisia, France (1970-present) and of syllabi for a variety of courses in information work.

  • Free lance consultant in information and documentation systems (1970-1985): Contracts primarily with United Nations agencies (FAO, UNESCO, UNIDO) and secondarily with national organizations (CNIPE, France; IDRC, Canada; German Foundation for International Development and Friedrich Naumann Foundation, Germany), related to various aspects of policies and plans for information systems and service

  • Secrétariat des Missions d'Urbanisme et d'Habitat, Paris (1966-1970):

  • Programme officer in charge of the preparation of an international information system on housing and urban and regional planning in the framework of an United Nations project funded by the French Government.

  • Junior auditor at the Société Centrale de Banque, Paris (1965)

Publications

  • Author, co-author, or editor of 2 books, 80 journal articles, conference papers or book chapters, 9 book reviews, and some 140 technical reports.

  • The book "General introduction to the techniques of information and documentation work" (UNESCO, 1981) was twice reprinted, had a 2nd. edition and was translated in Arabic, Chinese, English, Portuguese, Spanish and Turkish.

  • Publications and reports dealt with all aspects of information policies, plans and activities in developing countries, international information systems, education and training of information professionals, training of information users.
