 PROFESSIONAL EXPERIENCE

Leadership

Built and managed teams for large, complex data and communications projects for US West, IBM, and international projects in Malaysia, Russia, and Jordan. Created major communications strategy for Middle East networks and developing Information and Communications Technology markets. Partnered with private and public sector leaders to develop business, marketing and financial plans and presentations for investors, clients, vendors, partners, technical teams, and regulators. Developed strategic reorganization plans for Jordan’s Minister of ICT.

o        Worked closely with and presented recommendations to King Abdullah II of Jordan, several key ministers, investors, Telco and ICT executives, and government officials in US and ME to secure support for opportunities of over $250M and several billion dollars in potential GDP growth for the Levant region. Traveled extensively in Middle East to develop feasibility studies and promote the projects. Developed key public and private sector contacts in ME and US.

o        Created team and conducted US TDA co-sponsored feasibility study of $61M ultra-high speed fiber optic network to link international and regional carriers from Red Sea to Mediterranean Sea.

o        Co-authored technical and economic analysis white paper of digital networks in developing economies and their impact on national and regional GDP growth.

o        Co-hosted first Inter-Arab telecom transit network coordination meeting in Cyprus. Secured agreements with Ministers of Communications in Lebanon and Jordan and first Memorandum of Understanding with Syria to enable international telecommunications transit network through these countries.   

Program Management

·         Developed cost and policy support using decision support systems (DSS) for major US Telco to support state and national tariff filings for new digital network products and services with over $2B in revenues.

·         Created and guided engineering and operations teams to transform telecom network from electro-mechanical to electronic and digital technology.

o        Managed installation of both $100M in billing and operations support systems at 350 locations and over $1B in digital telephone switches for major Telco.

o        Established teams to install / test major toll switches (4ESS) into SS7 network.

o        Led program to assure billing and order integrity of $2.5B in network services.

·         Led design and implementation for US-Russia telephone, data, Internet, and videoconferencing system providing satellite links to multiple Eastern Russian locations for major oil firms. Project designed and delivered in less than 90 days.

·         Co-founder, Consortium for Affordable and Accessible Distance Education (CAADE), supporting computer-mediated collaboration via telecom in developing countries.   

Project Management

·         Led team for IBM Global Systems to design and implement first commercial, multi-Terabit data warehouse for major US Telco new wireless billing system.  Installed $47M project in complex operations environment.

·         Implemented solution for pricing and billing for local telephone company to bill newly created interstate telephone carriers.  Devised new methodology to study demand and pricing of local lines for carrier access services.  Resulted in filing of first US access tariffs with FCC for $685M revenue stream.

·         Developed and implemented installation of 350 sites for operations support systems (OSS) for major US Telco with Bell Labs, IBM, and various Telco vendors 

Strategic Planning

·         Championed first Telco demonstration system of new digital network products for fiber optic and digital switch data networking.  Established technical criteria for new $50M training academy to support technical and sales staff of over 1000.

·         Advisor on new telecom laws for Jordan, Lebanon, Russia, and Malaysia.

·         Wrote and managed strategic plan to service wholesale carriers in $4B market.

·         Designed plans for major communications providers in US and international markets

o        Designed strategic plan for Malaysia’s second wireline network based on fiber optic and ATM switches resulting in $1.5B investment.

o        Established national computer maintenance strategy for Australian Telecom.

o        Identified $20M revenue opportunity for excess network capacity for major ISP. 

New Products and Systems

·         Engineered first computerized directory assistance system in Bell System saving over $12M in annual labor costs and $5M in equipment costs.  System marketed by vendor (IBM) in over 25 countries and US locations.

·         Constructed prototype educational support system for networked school districts to track student mastery levels. Included integrated software applications using Microsoft NT/SQL Server.  $1M prototype project remains in service after 10 years.

·         Designed and demonstrated medical networks for consultation and record keeping.  Resulted in first video-medicine demonstration via Inmarsat and Bering Sea and first computerized medical record system with digital voice and video capture.

·         Developed and delivered emerging technology courses for Bellcore/Telcordia to over 200 members of the technical staff.

SELECTED PROJECT SUMMARIES

 Project Management

·         IBM Corporation: Organized and managed team of Information Technology professionals to build 100 Terabyte database system based on DB2, RS6000, and AIX technologies for major wireless, PCS Telecom carrier’s data warehouse project. Implemented project management functions to complete $20M sales cycle to client, develop specifications and application design and manage team at client site to deploy system. Total project valued at over $47M and enabled carrier to grow rapidly while acquiring numerous wireless properties.

·         State of Oregon: SYNECTICS, Ltd. organized and managed successful multi-million dollar bid response for State of Oregon Salem Fiber Optic Project over competitive joint ATT/IBM/ELI team. Managed responsive, knowledgeable team of experts and companies who designed fiber optic-based system for distribution of telecommunications, data, and video for over 80% of the State of Oregon's governmental communications. Designed and installed 3.5 mile, 48 fiber links for sate agencies.

·         V-SAT Telecom, Inc.: Designed, configured and tested system to provide Intelsat-linked communications from Eastern Russia to U.S. Involved switching system selection and ordering, network integration of data, voice, Internet access, and video, and carrier negotiations for service, testing and installation. System was designed, installed and in service within 4 months.

 Design and Development

·         TIMMS: Teachers Instructional Management and Mapping System (TIMMS) was designed from client-based detailed functional specification to provide curriculum frameworks data, assessment, and reporting for teachers. TIMMS is a sophisticated, coordinated system allowing networked access and operates in Windows, Thin Client, Novell, and Windows NT/SQL environments.

·         Patient records database system: SYNECTICS, Ltd. researched, designed and developed an extensive multimedia database system utilizing client-defined files and optical disk storage.

·         Distance Education: Developed on-site prototypes and designs for collaborative work platforms under consultation to The World Bank, Hewlett-Packard, and other leading clients. Distance Education applications have been designed and demonstrated internationally including Russia, Costa Rica, and via satellite communications from remote areas and ships.

 Business Development

·         MedNet: Demonstrated the feasibility of remote video access from seafood processing vessels at sea to emergency room physicians located anywhere in the world. Extensive testing with satellite communications systems resulted in a globally deployable system for any remote site.

·         Coach Master International, Inc: Analyzed potential for expanding sales of CDI-based multi-media product into the education market. Identified key primary competitors and distributors. Presented $20 Million opportunity to client as a result of research effort.

·         Wireless Security System: Developed comprehensive business plan including financial pro-formas for "smart card" wireless security system. Secured research funding and identified investment group to provide $1 million of seed capital for full-scale production and marketing.

·         Real Time Communications: Developed management and operations strategy for startup communications company for global engineering and development services for information and communications technology (ICT) in emerging economies. Attend investor meetings to promote corporate ideas to investment community and marketplace. Design internal systems and processes for Internet control of major corporate functions and employee resource allocation. Identify, design and manage business development on a global basis. Directed development and creation of the Levant Transit Fiber Project, a fiber network from Aqaba, Jordan to Beirut, Lebanon. Co-founded Levant Communications Group – Director. 

Consulting

·         Chemonics, International and Jordan: Strategic analysis and recommendations for the Hashemite Kingdom of Jordan.  Provided expert analysis of Information Communications Technology project under USAID project in response to the King's initiative to provide restructuring and reform of the industry and Ministry of Communications and Post. Developed recommendations for Link Access pricing and developed strategy and recommendations for a national plan to develop free market pricing and adequate communications infrastructure for building a national resource of 30,000 ICT jobs and $550 million in export services. Worked directly with the Minister of Communications and key Jordanian public and private sector officials.

·         PACC: Response to NASA's request for the development of commercial center for space communications using the ACTS satellite. Organized consortium and prepared combined response from US West, Boeing, Tektronix, Universities of Washington, Oregon, and Oregon State.

·         The World Bank and GLH: Consultant for telecommunications and videoconferencing projects for The World Bank and various global customers have positioned SYNECTICS, Ltd. with expertise and knowledge in emerging global market needs. Leadership as participant, consultant, and on-site organizer of several Global Lecture Hall events has resulted in international contacts with clients and providers of telecommunications systems worldwide.

·         Time Telekom Malaysia: Strategic planning for Time Telekom Malaysia integrated into their successful tender for over $1.5B in financing.  Analyzed key financial and operations data to provide documented strategy for implementation and growth in newly privatized market.

·         Developed and delivered 2 day training sessions on Multimedia, Emerging Technologies and Internet for Fortune 50 Clients, including Bellcore. Provided state of the industry perspective on telecommunications bandwidth and networks accessibility relative to applications and technology.
