Significant achievements:

  • Wrote first (1972) definitions of distance education, originated and taught first university courses, established national and international conferences and publications in the field.
  • Served as Editor of the American Journal of Distance Education at since 1986.
  • Directed the American Center for the Study of Distance Education at Pennsylvania State University from 1986 through 2001.
  • Founded and supervised the Distance Education Online Symposium (DEOS), a computer conference network.

    Projects include assistance to World Bank's Global Distance Education Network; assistance to State Secretariat of Minas Gerais in Brazil; assistance to Brazil's FUNDESCOLA  and PROFORMAÇÃO projects; assistance to World Bank's Learning and Leadership Center; assistance to Peru's Ministry of Education;  member of Communications Development Incorporated team providing assistance to International Monetary Fund Institute; consultant to UNESCO, Commonwealth of Learning, SRI/National Science Foundation.
  • The World Bank Visiting Fellow, 1996-98  and Consultant in Human Development Department. Projects include designing Global Distance Education Network, advising on program development in Learning and Leadership Center, advising on several World Bank distance education projects in Brazil and Peru, and consulting with Electronic Media Center.
  • Pennsylvania State University (1986–present)
     Professor in College of Education. Teach graduate courses, supervise doctoral students, lead in research and knowledge dissemination. Director of American Center for Study of Distance Education  regarding distance education, 1986-2001.
